In a bizarreand off-kilter retro-future Sam Lowry works as a technocrat who tries to correct an administrative error that leads his life in the wrong direction causing himself to become an enemy of the state. In his dreams Sam is always chasing after this girl he has never seen before until now, in the real world she is real and while trying to rectify the wrongful arrest of one Harry Buttle he must discover what his dreams are leading him too. Now Sam and his dream girl Jill are being targeted as terrorist bombers, and their lives are in danger.
