Based on the true story, In a small South Korean province in 1986 a second beautiful young woman is found dead, raped and tied up in a field. Detective Park Doo-Man and Cho Yong-koo are the two hot-headed and stupid local detectives on the case, as there have been no prior serial killings in South Korea prior to this there is no procedure to follow. The detectives are joined by detective Seo Tae-yoon from Seoul as they discover the killer only strikes on rainy nights and usually his victims are wearing red. As a third body surfaces the detectives are in over their heads trying to piece scraps and evidence together to put on a suspect but due to the lack of techniques and study into murder cases they are seriously unprepared.
